Cheryl Seah

Cheryl Seah is a Director in Drew & Napier's Corporate & Finance Department, specialising in Telecommunications, Media & Technology (TMT), Artificial Intelligence (AI) and Digital Trust, and Administrative & Public Law.

She advises clients on regulatory matters across cybersecurity, payment services and gaming, and provides counsel on legal, contractual and governance issues arising from AI use at all stages of the AI life‑cycle—from procuring computing resources and advising on export controls, to data used in model training, to IP and liability issues arising from output. She has acted for both developers and deployers of AI solutions, drafting and reviewing contracts for selling and procuring AI solutions, and drafting AI use policies. Prior to joining Drew & Napier, she was a State Counsel and Legislative Drafter in the Attorney‑General's Chambers, where she co‑drafted the Rules of Court 2021 and assisted in drafting the Cross‑Border Railways Act 2018 implementing the $17 billion Singapore‑Malaysia high‑speed rail project.

Cheryl holds an LL.B. (Hons) from the National University of Singapore (2012), where she was placed third in the Bar Examinations.

She is Co‑Vice Chairperson of the Law Society of Singapore's Generative AI Committee, an Industry Fellow with the Singapore Management University's Centre for Digital Law, and has been recognised as a Rising Star by Asian Legal Business Singapore (2025), one of Singapore's 20 most notable lawyers under 40 by Singapore Business Review (2024), and Client Choice of counsel for AI in Singapore (2026).
