Eugene Chan

Eugene Chan is an Of Counsel at Harry Elias Partnership, focusing on Family Law. He is trusted by clients for his ability to navigate sensitive family disputes with empathy and clarity, and is known for his balanced approach and commitment to practical solutions and, where possible, amicable outcomes that safeguard clients’ long-term interests.

He specialises in the full spectrum of family and matrimonial law, including contentious divorce and nullity proceedings, custody, care and control, access disputes, maintenance for spouses and children, division of matrimonial assets, family violence matters, relocation applications, and cross-border disputes such as international child abductions.

An advocate of therapeutic justice, Eugene focuses on helping clients achieve practical and sustainable outcomes with minimal acrimony. He frequently represents clients in alternative dispute resolution, including both private and court-directed mediations, and is a Singapore Mediation Centre (SMC) Accredited Mediator.

In addition to contentious work, he has extensive experience advising on non-contentious matters such as pre-nuptial and post-nuptial agreements, deeds of settlement, deeds of separation, and other family-related agreements.

Eugene has acted for clients at all levels of the Singapore courts, including as lead counsel in matters before both the Family Court and the Family Division of the High Court. His broad experience across litigation and advisory work enables him to provide clear, strategic guidance and strong advocacy for clients navigating complex and sensitive family matters.

He is recognised as a Recommended Lawyer by Doyle’s Guide Leading Family and Divorce Lawyers (2024–2026) and as a Rising Star in 2023. He holds an LLB (Cum Laude) and a B.Sc. in Economics (Cum Laude) from Singapore Management University, and is a member of the Singapore Academy of Law and The Law Society of Singapore.
