Kok Chee Wai

Kok Chee Wai is a Partner at Allen & Gledhill LLP, Co‑Head of the Financial Services Department, Co‑Head of the regional Energy, Infrastructure & Projects Practice, and Head of the Banking & Finance Practice. He specialises in Banking and Finance Law and has broad and deep experience in domestic and international financing, including syndicated loans, structured and acquisition financing, capital call financing, debt restructuring, and limited recourse project financing in various sectors.

He has acted for DBS, Maybank, Mizuho and BTMU on the S$653 million loan facility for the project financing of the TuasOne Waste‑to‑Energy plant, for the lenders in a S$5 billion loan to finance the development of two major commercial developments at Beach Road and Marina South, and for the lenders in the S$9.3 billion financing facilities to TCC Assets to finance the public takeover of Frasers and Neave. He also regularly acts for banks and sponsors on Public‑Private‑Partnership (PPP) and other infrastructure projects in Singapore and the region.

He holds an LL.B. (Hons) from the National University of Singapore and was admitted to the Singapore Bar in 1992. He is recognised by Chambers Asia‑Pacific as a leading banking practitioner, by The Legal 500 Asia Pacific as one of the “giants of the market”, and by IFLR1000 as a Market Leader. He is a member of the Banking Law Committee of the International Bar Association and the Infrastructure & Project Finance Oversight Committee at the Institute of Singapore Chartered Accountants (ISCA).
