Lawyer Profile

Emmanuel Jacomy is a Partner at A&O Shearman in Singapore, co-leading the Asia Pacific Arbitration practice, focusing on Arbitration and Mediation. He has over twenty years of experience advising and representing companies, State-owned entities and governments in international commercial and investment treaty arbitrations under all major arbitration rules.

He has been involved in some of the most complex and high-stakes arbitration disputes, representing the former Yukos shareholders against the Russian Federation, Huawei Technology against the Kingdom of Sweden, and securing a landmark victory for the People’s Republic of China in its first investment treaty case heard on the merits.

Emmanuel is an Adjunct Professor at the National University of Singapore (NUS) and a Visiting Professor at Tsinghua University in Beijing. He also sits as an arbitrator and speaks English, French and Mandarin Chinese.

His representative investment treaty matters include acting for the majority shareholders in the former Yukos Oil Company in three UNCITRAL arbitrations in The Hague against the Russian Federation, where the Tribunal ordered the Russian Federation to pay over US$50 billion in damages — the largest award ever rendered by an arbitral tribunal — and to reimburse 75% of legal fees and 100% of arbitration costs; acting for Huawei Technologies Co., Ltd. as Claimant in an ICSID arbitration against the Kingdom of Sweden (ICSID Case No. ARB/22/2); acting for the People’s Republic of China in an ICSID arbitration brought by Hela Schwarz GmbH (ICSID Case No. ARB/17/19); acting for Cairn Energy PLC in a UNCITRAL arbitration against the Republic of India, with over US$5.5 billion at stake; acting for Vedanta Resources on an investment treaty claim against India; acting for a Mongolian State-owned entity and the Mongolian State in a complex investment dispute with Rio Tinto over the Oyu Tolgoi mining project; and acting for the People’s Democratic Republic of Algeria in an ICSID arbitration brought by Mærsk Olie, Algeriet A/S, with over US$3 billion at stake.

His representative commercial arbitration matters include acting for an Asian State-owned entity in a UNCITRAL arbitration in Stockholm concerning an EPC contract for a petrochemical plant, with the amount at stake exceeding US$200 million; acting for Sonatrach in ICC and UNCITRAL arbitrations concerning pipeline construction, integrated gas projects and production sharing agreements; acting for a U.S. technology company in a HKIAC arbitration against a Chinese technology company, with over US$1 billion at stake; acting for nine Pakistani Independent Power Producers in an LCIA arbitration in London against a Pakistan State-owned entity; and acting in emergency arbitration for the owner in a complex construction project of a base camp in Africa, successfully resisting emergency relief sought to prevent the owner from drawing on performance guarantees.

His recent experience as an arbitrator includes serving as presiding arbitrator in ICC and SIAC arbitrations involving supply and distribution agreements, loan agreements and joint venture and shareholders’ agreements, and as sole or co-arbitrator in HKIAC, SIAC, BIAC, ICC and UNCITRAL proceedings.

He is recognised as a Thought Leader by Chambers for Dispute Resolution: Arbitration in Singapore, a Leading Partner by Legal 500 Asia Pacific (2026) for International Arbitration, and is recommended in Who’s Who Legal: Arbitration (2025). In 2026, he was awarded the GAR and Lexology “Client Choice Award” for China. Chambers Asia Pacific (2026) described him as “an excellent lawyer, with a brilliant knowledge of the law and great advocacy skills,” while Who’s Who Legal (2022) noted his “stellar track record in commercial and investment treaty arbitrations.”

He is Chair of the IBA Committee on Guidelines and Rules and of the IBA Taskforce on Privilege in International Arbitration, a member of the Expert Advisory Committee of the CCPIT International Institute for Dispute Prevention and Settlement, and a member of the SIAC, BIAC, CIETAC, HKIAC, SHIAC and CAA panels of arbitrators. He is the founder and President of the NGO Justice for Cambodia and has represented victims of the Khmer Rouge regime before the Extraordinary Chambers in the Courts of Cambodia.
