Jeffrey Chan, S.C.

Jeffrey Chan, S.C. (曾华德) is a Senior Director and Senior Counsel whose primary practice area is Arbitration and Mediation. A former Deputy Solicitor-General, he began his second career at the firm as a member of the Bar.

His practice encompasses arbitration, mediation, public law, criminal law, medico-legal matters and investment disputes, applying experience honed over many years in the Singapore Legal Service, including extensive work with the United Nations, the Commonwealth, ASEAN and other national and international institutions. As Senior Counsel, he continues to engage in advocacy before the courts and other tribunals.

He was the first President's Scholar to join the Singapore Legal Service, the first Legal Service Officer awarded a post-graduate scholarship for a Master's degree, the first Chief of Staff of the Singapore Legal Service and the first Deputy Solicitor-General. When he retired from that position, he was the longest-serving Legal Service Officer. During his time in the Legal Service, he appeared for the Government in numerous civil and criminal cases and in matters concerning the legal profession.

He was chair of a number of governmental and United Nations committees, secretary to the working group on the then-proposed Singapore International Arbitration Centre, and President of the Medico-Legal Society of Singapore. He was appointed Senior Counsel in 2008. He is a Fellow of the Chartered Institute of Arbitrators and a Fellow of the Singapore Institute of Arbitrators, current Chair of the Public and International Law Committee of the Law Society, and an Assistant Governor of Rotary International District 3310.

He is also an Adjunct Professor in the Law Faculty of the National University of Singapore. He holds an LL.M from Harvard University, an LL.B. (Hons) from the National University of Singapore and an AMP from Wharton.
