Lim Mingguan holds an LL.B. (Hons) from the National University of Singapore and was admitted to the Singapore Bar in May 2010.

He was awarded a Singapore Academy of Law Post-Qualification Overseas Attachment in 2019 and was placed with Essex Court Chambers in London.
