Penny Goh

Penny Goh is a Senior Adviser at Allen & Gledhill, formerly Co‑Chairman and Senior Partner of the Firm, specialising in real estate law, real estate investment trusts, and corporate real estate. She is a pioneer in Singapore's REITs market and has extensive experience advising on acquisitions, divestments, joint developments, and complex real estate structures, having led many of the market's most significant transactions.

Penny originated and advised on the first Singapore REIT listed on the Singapore Exchange and played a key role in developing the Singapore REITs market. She has advised on almost all of the landmark commercial buildings that frame the Marina Bay skyline, and her Asia Pacific experience includes regional investments and joint ventures in Japan, Indonesia, Malaysia, and China.

Penny holds an LL.B. (Hons) from the University of Singapore and was called to the Singapore Bar in 1977.

She is an Honorary Legal Advisor to the Real Estate Developers' Association of Singapore (REDAS) and a member of the Advisory Board for the Real Estate Programme at Singapore Management University. She serves as Independent Non‑Executive Board Chairman of HSBC Bank (Singapore) Limited and as an Independent Non‑Executive Director of Keppel Ltd, and is also on the board of Singapore Totalisator Board. She was formerly Chairman of Keppel REIT Management Limited and Lead Independent Director of Mapletree Logistics Trust Management Ltd. She is recognised as a market leader by Chambers Asia‑Pacific and described as "innovative, creative and able to meet her clients' needs".
