Scott Clements

Scott Clements is a Partner at Allen & Gledhill, specialising in competition law, merger control, and antitrust investigations. He has over 20 years of experience in competition law, with 18 years in Singapore, and has been involved in the first set of appeals to the Competition Appeal Board in respect of a cartel matter and the appeal of the first abuse of dominance case in Singapore.

Scott has assisted with some of the most complex cross‑border M&A transactions reviewed by the Competition and Consumer Commission of Singapore (CCS), including advising Gebr. Knauf KG on its US$7 billion acquisition of USG Corporation and EQT Fund Management on its US$8 billion acquisition of Widex Holding. He has extensive experience in contentious and non‑contentious competition law matters, including leniency filings, dawn raids, and abuse of dominance investigations, and brings the perspective of a former competition regulator to his practice.

Scott holds an LL.B. and a B.C.A. (Economics) from Victoria University of New Zealand, and a Postgraduate Diploma in Economics for Competition Law from King's College London. He is qualified as an Advocate & Solicitor of Singapore and a Barrister & Solicitor of the High Court of New Zealand. He is a member of the IBA Working Group on Mergers.

He is recognised as a leading competition lawyer by Chambers Asia‑Pacific, The Legal 500 Asia Pacific, and Lexology Index, with clients noting his "detailed understanding of economics in the market" and his ability to provide "precise and to the point" advice. He was also named as one of Singapore's 40 most influential lawyers aged 40 and under in 2015.
