Simon TAY

Simon Tay is a Senior Consultant at WongPartnership, specialising in Legal Advisory at the intersection of politics, public policy, and business. He advises multinational corporations on international and public law matters, with a focus on sustainability, political and economic issues across ASEAN. He has served on the Global Advisory Boards of Mitsubishi UFJ Financial Group, Inc. and Toyota Corporation, and was previously corporate advisor to Temasek Holdings.

He is concurrently Chairman of the Singapore Institute of International Affairs, representing Singapore in “track two” diplomacy, and has been appointed as an Ambassador for Singapore, accredited to Greece on a Non‑Residential basis. He served as an independent and non‑elected Member of the Singapore Parliament (1997‑2001) and chaired the National Environmental Agency (2002‑2008), leading consultations on the Singapore Green Plan 2012. He represented Singapore at the 2007 Bali COP on Climate Change and the 2002 World Summit on Sustainable Development. He is also a professor of international law and public policy at the National University of Singapore Faculty of Law and has taught at Harvard Law School, Yale University, and the Fletcher School of Law and Diplomacy. His 2025 book, “Island in the World: Singapore’s Geopolitical DNA,” was launched with the Foreign Minister. He has authored numerous articles in leading legal and academic journals and is a regular speaker at global meetings including the World Economic Forum and the International Bar Association Conference.

Simon Tay graduated with an LL.B. (Hons) from the National University of Singapore and an LL.M. from Harvard Law School, where he was a Fulbright Scholar and won the Laylin Prize for the best thesis in international law. He received the Public Service Medal, a Singaporean National Day award, in 2006.
