Tay Yong Seng holds a B.A. (Hons) in Law (converted to M.A. in 2013) and a B.C.L. from the University of Oxford (Pembroke College), where he was an Exhibitioner and a College Book Prize winner. He was admitted to the Singapore Bar in 2006.
