Glenn David Foo

Glenn David Foo is a Partner in the Capital Markets Practice at Allen & Gledhill, specialising in capital markets law and debt capital markets. He advises managers and issuers across the credit spectrum on investment grade corporate hybrids, short‑term paper and medium‑term notes, high yield bonds, and the raising of regulatory capital in the form of preference shares, perpetual securities, and debt securities. He also covers a breadth of liability management exercises.

Glenn has acted for DBS on its issue of US$500 million Floating Rate Green Bonds, the first green bond issuance by a financial institution in Singapore; for Oversea‑Chinese Banking Corporation on its issue of S$500 million non‑cumulative perpetual capital securities, its debut Basel 3 compliant Additional Tier 1 capital transaction; and on various bond issuances and securities programme establishments for corporates including The Bank of East Asia, Lippo Malls Indonesia Retail Trust, Mapletree Investments, Mapletree REITs, Maybank Singapore, PT Medco Energi Internasional, and VantageDC.

Glenn holds an LL.B. (Hons) from King's College London (2000) and was called to the Singapore Bar in 2002. He was admitted to the Roll of Solicitors of England and Wales in 2006 and is a practicing solicitor of England and Wales.

He is ranked in Chambers Global for his work in the area of capital markets.
