Guo Xiaofei

Guo Xiaofei is a Partner and heads the China Practice at Shook Lin & Bok LLP, specialising in capital markets law, mergers and acquisitions, and cross‑border investments. She advises on China‑related IPOs, private and public takeovers in Singapore, foreign direct investments in the PRC, and cross‑border investments in Asia, with a particular focus on the mining and energy, TMT, advertising, commercial and residential property, and retail industries.

Xiaofei has acted as Singapore counsel for Shanghai Sunmi Technology Co., Ltd. on its IPO on the Hong Kong Stock Exchange, raising approximately HK$1.06 billion; advised Guangdong Haid Group on its restructuring and spin‑off and listing of Haid International Holdings on the Hong Kong Stock Exchange; advised Suzhou Dongshan Precision Manufacturing on its dual primary listing on the Hong Kong Stock Exchange; advised Huazhu Group on its bond issuance and secondary listing; and advised cryptocurrency mining firm Bitdeer Technologies on its Nasdaq listing via a SPAC merger. She has also advised on the US$161 million divestment of a hydro‑power plant project in Indonesia, the establishment of a digital banking joint venture, and the acquisition of Maritec Pte Ltd by Centre Testing International. She regularly advises high‑net‑worth PRC individuals on family office and wealth planning.

Xiaofei holds an LL.M from the National University of Singapore and an LL.B from East China University of Politics and Law, PRC. She holds a Chinese Legal Qualification and is based in Singapore, travelling regularly between Singapore and China.
