Shuhui Kwok

Shuhui Kwok is the Managing Partner of Singapore at A&O Shearman, focusing on Banking and Finance Law.

Shuhui regularly advises banks, insurers, payment service providers, financial advisers, trading and clearing platforms and capital markets intermediaries on a spectrum of regulatory matters, including business establishment, business conduct regulatory compliance, transaction and change of control advice, and the drafting of their respective terms of business.

She has advised on a broad range of financial products and services, including securities dealing, OTC and exchange-traded derivatives trading, and regulatory issues relating to custody and collateral arrangements as well as payment systems.

She also has experience in a wide range of corporate matters and transactions, including private mergers and acquisitions, joint ventures, divestments, share buybacks, capital reductions, and general corporate, data protection and employment law advice across various industry sectors.

Prior to joining the firm, Shuhui trained and qualified as an advocate & solicitor at a leading local law firm.

Her representative matters include advising Greenland Financial, which led a consortium of financial services and technology companies, on its successful bid for a digital wholesale bank licence in Singapore; advising ACR Holdings and its major shareholders on the US$667 million sale of Asia Capital Reinsurance Group Pte Ltd to Catalina Holdings (Bermuda) Ltd; advising Dai-ichi Life Insurance Company on its successful bid for a licence to carry out a life insurance business in Myanmar; advising FWD Group on its US$290 million acquisition of PT Commonwealth Life in Indonesia; advising Barings Private Equity Asia on its acquisition of a majority stake in the Vistra group and the obtaining of MAS approvals; advising a consortium of investors on the restructuring of PT Bank Muamalat Indonesia Tbk through a series of transactions; advising DBS Bank Limited on its application and approval to act as an “approved bank” for the Capitavoucher programme; advising China’s largest digital payment and diversified fintech company on the establishment of a novel blockchain remittance network hubbed out of Singapore; advising ESR Cayman Limited on the formation of a Korean-focused development platform in Singapore with APG Asset Management N.V. and Canada Pension Plan Investment Board, initially capitalised with equity commitments totalling US$1 billion; advising Jollibee on its shareholder arrangements and investment into International Coffee & Tea, LLC; and advising Ninja Van on its Series C and Series D fundraisings.

She is recognised by Chambers Asia Pacific (2026) for Banking & Finance: Regulatory, Singapore, which noted that “Shuhui has a wealth of experience in the regulatory space and renders comprehensive and commercial regulatory advice,” and by Legal 500 Asia Pacific (2026) for Fintech and Financial Services Regulatory, which noted that she “stands out for her sharp grasp of regulatory risk and her ability to simplify complexity.”

Her expertise covers corporate and M&A, joint ventures, financial services advisory and regulatory, emerging growth, M&A, JVs and corporate reorganisations, insurance, and digital assets, with industries spanning insurance, fintech and technology. She holds an LLB from the London School of Economics and Political Science (2005), a Diploma in Singapore Law from the National University of Singapore (2006) and an LLM from Cornell University (2007), and was admitted as an advocate and solicitor in Singapore in 2008. She is a member of the Law Society of Singapore, its Corporate Practice Committee, and the Singapore Academy of Law. She speaks English.
